As I keep saying (e.g. in response to the RA12 announcement on this list) but then invariably handwaving with "supporting the principles of CoCo v1 is still possible" is the result.
Then I say something like "those principles are in CoCo v2, too", which has explicitly been written with an international audience in mind. But v2 hasn't been "approved" by the non-entity and non-SDO called "eduGAIN Steering Group", yet, so isn't good enough for adoption at this time, etc.
We've been through all this already... It's literally not possible for entities outside EU/EEA (or 'adequate' ruling or privacy shield) to correctly claim CoCo v1 (unless the registar looks the other way) but I understand that people want to support /something/ today and CoCo v2 is simply not final. (Also you technically can't claim CoCo v2 support today because the category URI for v2 hasn't been decided/published yet. Maybe it'll just be s/v1$/v2/ but maybe it'll be something else.)

We've been in this deadlock for a year now -- longer, actually, as work on getting v1 approved by the authorities was abandoned when it became clear a new legal regime was on the way and authorities were not making decisions under the old/then still current rules anymore -- and it may be another year before this is resolved. Who knows.
