just to clarify: I would only consider this if the SP would force us to send an eduPersonTargetedID (or any other attribte/identifier that allows to recognize returning users) for all users, i.e. by making it a requirement for using the institutional login. I don't have a problem with an optional attribute, i.e. if the user can choose whether to release that attribute for personalization or not.
