World is not covered with NREN's and good AAI

Hi all,
Today we (Raoul, Peter G. and me) had a call with EIFL (https://eifl.net/page/about ) representatives initiated by Romy Beard (cc) and several others from countries including Georgia. Several countries in eastern Europe and Africa are seeking to implement federated authentication & authorization infrastructure. This is a rather struggling task to build up NREN's like we are familiar with.
They would have like to hear the 'library voice' about this and that's why they found FIM4L. But they need some help or guidance to build the backbone of AAI. Raoul and Peter G. where kind to provide some helpful information.
It just triggers me that obviously not every country has the luxury of good working NREN's.

Thanks, yes we are also in touch with them and waiting for a pricing proposal. Cost is always an issue when it comes to developing & transition economy countries....

Thanks - those are exactly the people that we're in touch with.
In the conversations we have been involved in (including Geant, Nrens from those countries, and representatives from the library consortia that EIFL works with) it has become clear that the two 'sides' (Nren's and library consortia/librarians) don't always speak the same 'language' and there was a lot of talking past each other (it seemed to me). One of the issues, as Irakli from the Georgian consortium (who joined the call this morning) explained is that they need help with the technical implementation (setting up a database for identity management, as well as saml configuration to allow connection with Edugain/the national Nren). It seems that the local Nrens have so far not been able to help with this. The discussions within that group are continuing, we have identified the need for training and the representative of Geant has spoken about training days early 2020 (for the Nrens). But we felt that there might also be a need for training of the librarians/IT staff to help with these issues.
Our next call with the Eap connect group is early December.

The disconnect between libraries and IT is a known one, of course it varies at what level the two ‘find each other’. SeamlessAccess (SA) did a little research: https://seamlessaccess.org/posts/2020-06-23-surveyresults/ .
Both SA and FIM4L are trying to getting all parties involved aware of the necessity for good communication, for instance via talks at events about why federated authentication for libraries is getting traction, how to configure connections, how to ease access for users etc. So: work in progress 😉.

FWIW, several years ago GÉANT established a service called "Federation as a service" that provides eligible parties (and there's the rub) with a fully functional and secure technical infrastructure to run their own federation on. (Management happens using only a web browser connecting to the provided web interface.)
While not every region/country in the world may be able to make use of that offering it does exist and works fine. With the exception of the Hardware Security Module that's a part of the GÉANT service (for secure signing of federation metadata) it's also comprised solely of Free/Libre/OpenSource software and as such could be deployed locally. (For those not able to use the central GÉANT service.) That still requires some technical knowhow, of course.
There have been other outreach activities as well, e.g. https://learn.nsrc.org/fedidm
REFEDS has also reached out to e.g. the APAN region several times over the years, cf. https://refeds.org/a/1367 or https://refeds.org/a/1877 or https://refeds.org/a/1888 (the REFEDS blog may have more).

may be offerings like FedaaS will not reach those developing countries.
An alternative that I see here is EduIDaaS, based on a central IdM system, managed in a decentralised way and an IdP that is able to mimik any number of virtual IdPs for each participating institutions, similar to what SWITCH is doing with theit eduID service[1].
Such an approach is IMO cheaper than managing a meshed federation.

While the call with Jos, Raoul and Peter was very helpful for our contacts in Georgia, there were still some discussions with other countries which understood some things slightly differently ...
I was wondering if one or more of you would be able to join a call with this group? Ideally I would like to organize a set of webinars / calls, focusing on specific issues. So the first one could focus solely on the "first step" i.e. creating an identity management database that would be compliant with EduGain, going over the different ways to do this.
Are any of you able to help with this?

I can give a short overview. Colleagues of mine from eduID.cz already did a training for NRENs regarding setting up a national federation and joining eduGAIN covering all details. Let me know, pls., if you will be interested in organising such training for AzScienceNet, ASNET, BASNET, GRENA, RENAM, URAN.

The Asia Pacific region has similar challenges and requests for training to help establish identity federations. The Australian Access Federation has been of great help there via the Task Force for Identity and Access Management (TF-IAM) in the Asia Pacific Advanced Network (APAN) consortia. I’d be happy to set up a call or do introductions to see what kind of material can be shared to help these new federations kick off.
