[Fim4l] Charter published on the FIM4L website

I'm glad to inform that we have published our Charter document on http://fim4l.org.

The website also has been updated. Have a look<http://fim4l.org/>!

Within about 3 weeks we'll put the Guidelines and Recommendations<https://docs.google.com/document/d/1pIaEXfw9ZWnXM4p6Dd2Lri7RFWKgr7ObKLEGfUy2nck/edit> also on the website. Please give your comments if you like.
